EVV Compliance

New 2024 EVV Requirements Impact Providers

Agencies who provide Medicaid-funded home and community-based services must meet all state requirements for Electronic Visit Verification (EVV) compliance in each unique state where they operate. EVV implementation is ongoing across the country, and both personal care and home health providers are impacted. Many providers can expect changes to their EVV state requirements, which can be driven by factors such as incremental claims monitoring, changes in payers, modified billing policies, updated data requirements, or new state aggregator contracts.

Medicaid homecare providers can expect 35-40% of states to update EVV compliance requirements in 2024.

EVV implementation varies by state. Each state sets unique guidelines for providers- such as timeline for EVV rollout and impacted services - and determines criteria for compliance monitoring. Nearly all states allow providers to choose the EVV solution that works best for them.

Medicaid home health and personal care providers can minimize EVV disruption with one key decision: selecting a single method to comply. Approximately one quarter of states have changed their EVV model or aggregator over the course of implementation. Twenty percent of states operate more than one aggregator. In this evolving environment, agencies will need to react to changes in state policy and requirements without disrupting their workflow.
